The first organizational meeting of the North Sound Chapter was called to order at 8:27 PM by Paul McClintock. Those in attendance were Paul McClintock, Kevin Connelly, and K. Ann McCartney. Mr. McClintock explained the purpose of the meetings and the purpose of the American Institute of Parliamentarians and its action plan. Mr. McClintock called for nominations for chairman pro tem. K. Ann McCartney nominated Mr. McClintock. No other nominations were made, and Mr. McClintock was elected chairman by general consent. The chair called for nominations for secretary pro tem, and K. Ann McCartney nominated Kevin Connelly. Mr. Connelly was the only one nominated and was elected by general consent.
Kevin Connelly moved the adoption of the agenda, and the agenda was adopted as presented. The members considered informally the dates for the next three meetings, and it was agreed by general consent to have the next three meetings on November 17, 2003, January 19, 2004, and March 15, 2004, and subsequent meetings on the third Monday of every odd month. The chair passed out copies of sample AIP unit bylaws, and K. Ann McCartney and Kevin Connelly were elected to the bylaws committee. Informal discussion continued on the meeting dates, the month of the annual meeting, and the name of the unit. It was decided by general consent that the unit would be named the North Sound Chapter.
The members agreed that no education committee was necessary at that time, and that the full membership would act as the committee for the present, with Mr. Connelly providing the educational lesson for the November meeting, Mr. McClintock presenting the lesson for the January meeting, and Ms. McCartney presenting the lesson for the March meeting. The members will study from the AIP book, Comparisons of Parliamentary Authorities, and will attempt to study the first three chapters at the November meeting. Demeter’s Manual of Parliamentary Law and Procedure will be studied at the May 2004 meeting.
The meeting was recessed at 9:45 PM for the education portion. Paul McClintock presented the lesson on the motions chart inside the front cover of The Standard Code of Parliamentary Procedure, and on chapter 29 of the same text.
The meeting reconvened at 10:28 PM and then adjourned at 10:30 PM.

The second organizational meeting of the North Sound Chapter was called to order at 8:26 PM, on November 17, 2003, by Paul McClintock. Those in attendance were Paul McClintock, Kevin Connelly, and K. Ann McCartney. Mr. McClintock was elected chairman pro tem by general consent. The chair called for nominations for secretary pro tem, and Mr. Connelly was nominated and was elected by general consent.
The minutes of the meeting of October 20, 2003 were approved as amended. It was adopted by general consent that the seconding of motions would not be required for their consideration until the membership exceeds twelve members. K. Ann McCartney moved that The Standard Code of Parliamentary Procedure be adopted as a special rule as the chapter’s parliamentary authority for the chapter’s organizational meetings.
Ms. McCartney reported that the nominees for the accrediting director for the American Institute of Parliamentarians are Gene Bierbaum, Theresa Dean, and Colette Collier Trohan. Mr. McClintock announced that he will send notice of our meeting via email to all potential members for which he has email addresses.
The meeting was recessed at 9:45 PM for the education portion. The members informally reviewed their studies of the first three chapters of the AIP workbook, Comparisons of Parliamentary Authorities, and decided to prepare for the next three chapters for the next meeting, with each member picking out two or three points for discussion. The meeting reconvened at 10:30 PM and then adjourned at 10:32 PM.
