The minutes of November 14, 2005 were approved as corrected.
President McClintock announced that AIP president Barry Glazer has contacted him and inquired about possible sites in Washington State for the 2007 Annual Session of the American Institute of Parliamentarians. Informal discussion was held on whether the North Sound Chapter should submit a bid to host the 2007 AIP annual session. Kevin Connelly moved "that the North Sound Chapter submit a bid to host the 2007 AIP Annual Session." The motion was adopted.
President McClintock reported on the existence of the electronic chapter of AIP, known as e-AIP, and invited NSC members to join. He also noted that the NSC website has some AIP event dates listed on it. Mr. McClintock called to the members' attention of two of those events: the Williamsburg Practicum taking place June 7-10, 2006 and the AIP Annual Session taking place July 20-22, 2006 in Richmond, VA.
President McClintock also reported that Paul Lamb, the editor of the AIP Parliamentary Journal, is always looking for submissions to the periodical.
Mr. McClintock also reminded the members of the Northwest Region 1 Conference to be held May 12-13, 2006 at the Red Lion River Inn in Spokane, WA, and presented by the Alyce Baker Chapter. The chapter has requested ideas for the education part of the conference. NSC members suggested some education on Cannon's Rules of Order, and also on identifying abuses of parliamentary procedure.
The meeting recessed at 9:15 PM for education, which consisted of discussion on an article in the latest Parliamentary Journal entitled The Question, and a discussion on the ranking of motions in Cannon's Rules of Order and the chapter in Cannon's Rules of Order - The Meeting: An Overview.
The meeting reconvened at 10:10 PM. It was decided by general consent that the education assignment for the next meeting will be on parts I and II of Cannon's Rules of Order.
The meeting was adjourned at 10:12 PM.

March 14, 2006
The minutes of January 9, 2006 were approved as presented.
President McClintock announced that the Northwest Region One Conference of the American Institute of Parliamentarians will be held on May 12-13, 2006, at the Red Lion Hotel at the Park in Spokane, WA. The president also reported that Ron Herbison, who was elected Governor of Region One at the Northwest Conference in Seattle in 2004, had not paid AIP dues since May 31, 2004, and therefore was no longer an AIP member or the Governor of the Region. Mr. McClintock, as Lt. Governor, has assumed the officer of Governor.
The President reported that the Northwest Conference meeting needed members to provide education at the meeting. It was decided by general consent that the North Sound Chapter would put on a workshop at the Conference on "Cannon's Rules of Order: Distinctives and Differences," with Ann McCartney leading the presentation.
The Chapter also put forth the following names as possible presenters at the Conference: Mary Randolph, John Noonan, Eli Mina, Pat Knoll, and Bob Dolan.
Ann McCartney gave the treasurer's report. The balance as of January 9, 2006 was $115.00. There was no activity, and the balance as of March 14, 2006 was $115.00.
Ann McCartney, Kevin Connelly, and Rudy Jones were elected to the nominating committee by general consent. It will report at the annual meeting in May, 2006.
The Chapter was led by Ann McCartney for the educational session, which consisted of a discussion of Cannon's Rules of Order, Parts I and II.
The meeting adjourned at 10:35 PM.

The annual meeting of the North Sound Chapter was
called to order at 8:17 PM on May 8, 2006 by President Paul McClintock.
Those in attendance were Paul McClintock, and Secretary Kevin Connelly.
A quorum was not present, so the present members set the time and
location for a continued meeting to take place on March 12, 2006 at
5:00 PM at the Ramada Inn at the Spokane Airport in Spokane, WA, which
was to be the site of the AIP Region 1 Conference. The meeting was
adjourned at 8:19 PM

Treasurer McCartney moved that the proposed budget for 2006-2007 be adopted, and the budget was adopted as presented.

The minutes of May 8, 2006 were approved as amended. Kevin Connelly raised a point of order that the chapter needed to ratify its decision to cancel the July meeting. President McClintock ruled that the point was well taken, and the motion to ratify was adopted by general consent.
There was discussion on topics for upcoming chapter education. It was decided to use some of the education sessions to make comparisons of the three parliamentary authorities Robert’s Rules of Order Newly Revised, The Standard Code of Parliamentary Procedure, and Cannon’s Rules of Order, using the chapter titles of each of them. The education for the next meeting will be “Fundamental Principles of Parliamentary Law,” from The Standard Code of Parliamentary Procedure.
There was discussion on the upcoming annual meeting of the American Institute of Parliamentarians taking place in Spokane, WA, in May, 2007, and being hosted by the Spokane Chapter of AIP. Kevin Connelly, as AIP Region 1 Governor, will contact Roberta Jackson of that chapter to offer the assistance of the members of the North Sound Chapter.
The meeting recessed at 9:55 PM for education. Paul McClintock led a discussion on the chapter “Committees,” from Cannon’s Rules of Order.

November 19, 2006
The minutes of September 11, 2006 were approved as amended. Kevin Connelly raised a point of order that the chapter needed to ratify its decision to change the date of the November meeting to November 19, 2006. President McClintock ruled that the point was well taken, and the motion to ratify was adopted by general consent.
Kevin Connelly moved to amend Standing Rule # 1 by striking 8:00 PM and inserting 7:00 PM. The motion was adopted by general consent.
K. Ann McCartney delivered the treasurer's report. The starting balance was $115.00, and there was no activity, so the ending balance as of November 19, 2006 was $115.00.
K. Ann McCartney gave notice of the following amendment to the bylaws of the North Sound Chapter to be considered at the next meeting:
In ARTICLE V, Add new section 6:
The membership may (a) permit a member to participate in a meeting by or (b) conduct a meeting through the use of any means of communication including but not limited to telephone and video conferencing, by which all members participating may simultaneously communicate each other during the meeting. A member participating in a meeting by such means shall be considered present in person at the meeting. Actions taken by a majority of the members at such a meeting, provided a quorum is participating, shall be valid actions of the Chapter without further requirements.
The meeting recessed at 5:17 PM for education. Paul McClintock led a discussion on "Principles of Parliamentary Law."
