January 8, 2007

The regular meeting of the North Sound Chapter was called to order at 8:01 PM on January 8, 2007 by President Paul McClintock. Those in attendance were Paul McClintock, Vice President Rudy Jones, Treasurer K. Ann McCartney, and Secretary Kevin Connelly. A quorum was present.

The minutes of November 19, 2006 were approved as amended.

K. Ann McCartney delivered the treasurer's report. The starting balance as of November 19, 2006 was $115.00, and there was no activity, so the ending balance as of January 8, 2007 was $115.00.

K. Ann McCartney, after giving notice at the preceding regular meeting, moved adoption of the following amendment to the bylaws of the North Sound Chapter, amended as follows at this meeting.

In ARTICLE V, Add new section 6:
A member may participate in a meeting by, or the Chapter may conduct a meeting through, the use of any means of communication including but not limited to telephone and video conferencing, by which all members participating may simultaneously communicate with each other during the meeting. A member participating in a meeting by such means shall be considered present in person at the meeting. Actions taken at such a meeting, providing there is a quorum, shall be valid actions of the Chapter without further requirements. The motion to amend the bylaws was adopted as amended.

The meeting recessed at 8:55 PM for education. Paul McClintock lead a discussion on "Principles of Parliamentary Law," continued from the education session from the preceding regular meeting.

The meeting reconvened at 9:45 PM. It was decided by general consent to have the next meeting's education topic be a comparison of various parliamentary authorities based on the chapter "Classification of Motions" in The Standard Code of Parliamentary Procedure.

Kevin Connelly reported that he spoke with Robbie Jackson of the Spokane chapter about the members of NSC assisting at the upcoming annual session of AIP taking place in Spokane. Ms. Jackson stated that our members can help out in the hospitality room.

The NSC Standing Rule # 1 was amended by general consent by striking "7:00 PM" and inserting "7:30 PM."

The meeting adjourned at 9:55 PM.

Minutes of the March Meeting

March 12, 2007

The regular meeting of the North Sound Chapter was called to order at 7:38 PM on March 12, 2007 by President Paul McClintock. Those in attendance were Paul McClintock, Treasurer K. Ann McCartney, and Secretary Kevin Connelly. A quorum was present.
The minutes of January 8, 2007 were approved as distributed.

President McClintock reported that the North Sound Chapter's website now has hyperlinks to Amazon.com to a listing of parliamentary books, including sample content of some of them. The calendar of unit's educational topics has also been updated on the website, which now includes the links to various unit documents, such as the updated bylaws and the change of the meeting time and date.

K. Ann McCartney delivered the treasurer's report. The starting balance as of January 8, 2007 was $115.00, and there was no activity, so the ending balance as of March 12, 2007 was $115.00. Ms. McCartney noted that she had informed the bank that the account is still active.

K. Ann McCartney moved "that the nominating committee consist of Paul McClintock, Ann McCartney, and Kevin Connelly." The motion was adopted.

It was adopted by general consent that the unit would study chapters 3 and 4 of The Standard Code of Parliamentary Procedure in a comparison to other parliamentary authorities in the upcoming educational program.

The meeting recessed at 8:17 PM for education. Paul McClintock lead a comparison of parliamentary authorities based on chapters 3 and 4 of The Standard Code of Parliamentary Procedure. The meeting reconvened at 9:25 PM. It was decided by general consent to have the next meeting's education topic be a comparison of various parliamentary authorities based on chapters 4 and 5 in The Standard Code of Parliamentary Procedure.

The meeting adjourned at 9:30 PM.

Minutes of the May Meeting

May 14, 2007

The annual meeting of the North Sound Chapter was called to order at 7:50 PM on May 14, 2007 by President Paul McClintock.  Those in attendance were Paul McClintock, Treasurer K. Ann McCartney, and Secretary Kevin Connelly.  A quorum was present.

            The minutes of March 12, 2007 were approved as distributed.   Kevin Connelly moved “that the chapter pay all members’ dues for the upcoming year.”  The motion was adopted. 

            K. Ann McCartney reported on behalf of the nominating committee.  The committee presented the following slate of candidates for the respective offices:

President: Paul McClintock

Vice President: Rudy Jones

Secretary: Kevin Connelly

Treasurer: K. Ann McCartney

            President McClintock called for nominations from the floor for each office, but there were none.  The slate presented by the nominating committee was elected by acclamation. 

            K. Ann McCartney moved “to consider informally how to use some of the funds in the general account.”  The motion was adopted by general consent.

Ms. McCartney moved “that every NSC member attending the Annual Session of the American Institute of Parliamentarians be allotted a twenty dollar ($20) stipend.”  The motion was adopted.

            Kevin Connelly moved that the education portion of the meeting be canceled.  The motion was adopted.  The chapter decided by general consent that the education session for the next meeting will be the one planned for this meeting – a comparison of various parliamentary authorities based on chapters 4 and 5 in The Standard Code of Parliamentary Procedure.     

            The meeting was adjourned at 8:23 PM.

The regular meeting of the North Sound Chapter was called to order at 8:00 PM on July 9, 2007 by President Paul McClintock. Those in attendance were Paul McClintock, Treasurer K. Ann McCartney, and Secretary Kevin Connelly. A quorum was present.

Ms. McCartney requested that informal discussion of the following items be placed on the agenda:
1. Strategy for raising questions at the AIP Annual Session.
2. Asking the AIP Accrediting Committee to revise the exam for Certified Professional Parliamentarian.
3. Proposing AIP bylaws changes.
The items were placed on the agenda by general consent.
The minutes of May 14, 2007 were approved as distributed.

K. Ann McCartney gave the treasurer’s report. The opening balance as of May 14, 2007, was $115.00, and the ending balance as of July 9, 2007, was $115.00. Ms. McCartney moved “that the chapter commit to spending $80.00 in stipends ($20.00 per member) to the four members of the chapter who will be attending the 2007 AIP Annual Session.” The motion was adopted.

It was adopted by general consent that the audit committee will consist of Kevin Connelly and Paul McClintock. The meeting recessed for 5 minutes while the audit committee examined the books of the treasurer. Kevin Connelly reported on behalf of the audit committee that it had audited the books and found them to be in order, and moved adoption of the audit committee report. The motion to adopt the audit committee report was adopted.

K. Ann McCartney moved “that the North Sound Chapter recommend to the Northwest Region 1 of AIP that they donate funds to pay for the welcoming reception at the AIP Annual Session.” The motion was adopted.

The chapter informally discussed goals to accomplish at the 2007 AIP Annual Session. K. Ann McCartney moved that members of NSC put forth the following motions at the AIP annual session:

  1. That the AIP Annual Session direct the AIP board to pursue a more formal relationship with the National Association of Parliamentarians, based on the resolution adopted by the Northwest Region 1.
  2. That the AIP Annual Session direct the Accrediting Committee to revise the CPP exam to more accurately access the professionalism of the candidates.
  3. That the 2008 AIP Annual Session be in Florida.
  4. That the AIP Annual Session reduce the fee for the CPP exam to $250.00.
  5. That the AIP Annual Session direct the board to have at least two non-board members on all standing committees.
  6. That the minutes of the AIP Executive Committee, Annual Session, and Board meetings, except for executive sessions, be put on the members-only portion of the AIP website within thirty days of approval.


The motion that NSC put forth these motions at the AIP Annual Session was adopted.

The chapter decided by general consent that the education portion of the meeting will consist of the review of the bylaws amendment proposals at the 2007 AIP Annual Session. The members then review the bylaws amendment proposals.

K. Ann McCartney moved “that the educational session for the next meeting be a comparison of parliamentary authorities based on Chapters 4, 5, and 6, of The Standard Code of Parliamentary Procedure.” The motion was adopted.

The meeting was adjourned at 10:30 PM.

The regular meeting of the North Sound Chapter was called to order at 9:03 PM on September 10, 2007, by President Paul McClintock. Those in attendance were Paul McClintock, Treasurer K. Ann McCartney (via phone), and Secretary Kevin Connelly. A quorum was present.

The minutes of July 9, 2007 were approved as distributed.

All of the members acknowledged the chapter’s success at getting motions made and some of them adopted at the 2007 AIP Annual Session in Spokane, WA. K. Ann McCartney congratulated the members. Ms. McCartney moved “that the North Sound Chapter contact Gene Bierbaum and encouraged him to seek the position of AIP Accrediting Director.” The motion was adopted, and Ms. McCartney volunteered to contact Mr. Bierbaum.

Kevin Connelly moved “that the chapter cancel the educational session for this meeting and have the next meeting’s educational session be that of this meeting’s topic.” The motion was adopted. The educational session for the next meeting will be a comparison of parliamentary authorities based on Chapters 4, 5, and 6, of The Standard Code of Parliamentary Procedure.

Minutes of the November Meeting

The regular meeting of the North Sound Chapter was called to order at 7:55 PM on November 12, 2007, by President Paul McClintock. Those in attendance were Paul McClintock, Treasurer K. Ann McCartney, and Secretary Kevin Connelly. A quorum was present.

The minutes of September 10, 2007 were approved as distributed.

President McClintock reported that he has been appointed to the Web Oversite Committee of the American Institute of Parliamentarians. He is also employed by AIP as the paid Website Maintenance Coordinator to consolidate AIP’s three websites.

Treasurer K. Ann McCartney reported that the chapter’s opening balance as of June 2, 2007 was $115.00. There was disbursements of $80.00 (4 stipends of $20.00 each to each NSC member who attended the 2007 AIP Annual Session), and the closing balance as of November 12, 2007, was $35.00.

Kevin Connelly, as the Northwest Region 1 of AIP governor, asked the membership for suggestions for dates for the Region’s next Conference. The member suggested that a weekend in May 2008 would be most preferable. There was informal consideration of ideas for a workshop that the chapter could present at the Conference. One idea that was presented was that the chapter could do a workshop consisting of three workgroups using a particular parliamentary situation, using three different parliamentary authorities.

The meeting recessed at 8:30 PM for education. It was decided by general consent to change the education topic to one on election and voting issues. The chapter also decided that, for the next meeting’s educational session, each member would bring two scenarios – one real, and one researched and prepared, that demonstrates the difference in parliamentary authorities.

The meeting reconvened at 9:40 PM. President McClintock announced that the next meeting of the North Sound Chapter would be at 7:30 PM on January 14, 2008.

The meeting was adjourned at 9:45 PM.
